Consequently, the accused gets out and starts shooting at the ERT and gets downed by the CIU. While the peace officers were giving medical attention he was trying to make it look like the murder was justified and then the accused leaves the game to avoid action.

After the Lamborghini begins fleeing the scene a suppressed weapon is used to open fire through the smoke at the 0:15 second mark, at the 0:20 mark the accused is verified as the shooter after the smoke cloud clears up.

In this case, the Special Investigation Unit finds KAM1KAZE09 guilty of breaking in game rules, RDM, rule 6, as Private KAM1KAZE09 did not properly roleplay the situation leading up to the event happening which gave the PPS officer no time react.

Exhibit Summaries: Exhibit #1 is a video sent by the submitter of the report, Major VenomIsaacL, the video shows the accused abruptly opening fire on a black colored vehicle in the background whose occupant had just escaped the scene of what is presumed to be a shootout between the occupant and CA personnel stationed at the CFBO checkpoint.
It appears that the vehicle was not posing any threat towards any CA member after it began fleeing, yet the accused continued to fire at it even when it was beginning to go past the fog.
It can also be pointed out that during the entirety of the video, only the accused had actually discharged their firearm at the vehicle. The weapons of the SOFCOM personnel did not appear to produce any muzzle flashes or tracers.
Exhibit #2 is a video of a live fire test of the SOFCOM standard-issue suppressed C8 (C8SFW) conducted at the CFBO range. The video clearly shows that the rifle shoots out tracers even at a low graphics setting, which would invalidate the accused’s claim of shots being fired by other personnel present at the time of the incident.
It’s important to note however that according to Sergeant waterisopascrap, the P90S does not produce any tracers nor any muzzle flashes.

Accused interview:
Accused testified that he opened fire on the vehicle because the occupant had just killed and downed CA personnel, and that he was following the example of his peers while doing so, stating: "when I ran someone over near CFBO everyone shot at me while I was fleeing until the end of the road".
Accused also mentioned that a "few people" also opened fire on the vehicle, however the video invalidates that claim, due to the lack of the tracers that would've been produced from the gunshots.

Witness interview (Socridite):
MCpl Socridite testified that the SOFCOM members present at the scene only opened fire on the vehicle when it was in a static state, and that none of them engaged the vehicle when it began to flee.
The MCpl also stated that the majority of the SOFCOM members were using C8SFWs at the time, which is the weapon that appears in the test in exhibit #2.

Conclusion: After an in-depth review of the evidence I have been provided, I have determined that the accused is guilty of the charge mentioned above.
This is a textbook case of a R&R violation, the vehicle that the accused opened fire was indeed operated by the shooter, but since it was fleeing from the scene, engaging it is not allowed until the vehicle can be perceived as an active threat again, or if there is a shooter engaging CA personnel from said vehicle.
As for the statement about other CA members opening fire on the vehicle, that statement has been proven to be false by the testimonies of the 2 witnesses and the SOFCOM weapons test conducted in exhibit #2. And according to one of the witnesses, SOFCOM only engaged the vehicle when it was not moving.

Exhibit B shows the civilian armed with a sidearm breaching CFBO, and then getting shot at from the watch tower without reason. You can also see a dead CA body on the ground at the start of the clip which matches the accused's avatar.
Exhibit C shows the civilian ramming the CFBO checkpoint with their car. Afterward, the civilian breaches again, attempting to return to the location where they had previously been shot and killed by the accused. However, without any apparent justification, the civilian once again gets shot from the same tower.

As he gets ready to detain the accused, the accused is seen switching to the CFMP team right before the Captain is able to put him into handcuffs.
Exhibit #2 is an extended version of the first video, it includes what happened shortly after the accused switched teams.
The clip shows Warrant Officer leivyen and Captain starwarsmaster128 talking about the incident that just occurred. The 2 continue to talk before WO leivyen is abruptly interrupted by a civilian asking for a tour.
In the background, the accused approaches the Captain and starts speaking in a manner that might be considered sarcastic, stating “you legit made it look like RTAA” “well done” (Referring to how the accused switched teams right before being cuffed).
The accused also stated that the Captain was on a ‘power trip’ when he was warned to watch his tone.
Full conversation was not inserted so it is recommended to view the video first.
Exhibit #3 is a message sent by the accused in the off-topic channel in the CA discord server, the message is directed at the officer and it reads “thanks retard”. The screenshot has been attached to the Trello card for convenience’s sake.

Captain starwarsmaster128 stated that the accused was speaking to him in a disrespectful manner even before the RTAA accident, according to the Captain, the accused called him “kiddo” and told him to “Shut up”. Which has been verified through the evidence submitted by the 2nd witness, Warrant Officer leivyen. (Check attachments)
Witness (leivyen) interview:
Warrant Officer leivyen backed up the Captain starwarsmaster128's claims by providing screenshots and his account of the incident which lines up with the Captain’s testimony.
Accused interview:
Accused testified that he did not intend to RTAA, as the team selection menu was blocking his view of Captain starwarsmaster128, who was attempting to detain him at the time. He also stated that him lashing out at the Captain was due to him misunderstanding his intentions and that "the sarcasm was supposed to be a joke".

Conclusion: After reviewing the evidence and the testimonies I gathered from both witnesses and the accused, I have determined that the accused is guilty of the aforementioned charges.
Facing a misunderstanding with an officer does not justify lashing out at said officer. It is instead recommended to approach the situation calmly and in a level-headed manner.
In this case, the accused acted with contempt towards the Captain because he was made out to look like he RTAA'd, the accused's defense was completely reasonable but instead of talking to him about it in a professional manner, the accused confronted the Captain and acted with disrespect towards him, acting with total disregard of the Captain's status as a commissioned officer by failing to salute him and properly address him, and even if these comments were made sarcastically and with no ill-intent, that does not necessarily mean that the other side has to tolerate them.
The message sent by the accused in the off-topic channel of the CA discord has not been accounted for in terms of charges due to CoSD not being enforced in that specific channel, however, it does add to the validity of the accusations made against the accused.

After he confirms that he is dead he redirects his aim onto the Corporal but does not have enough time to inflict any fatal wounds, resulting in him being incapacitated by the Corporal.

Being hired to kill someone does not make you exempt from the RDM rule, as the victim has no way of knowing about this job.
Waiting close-by without interacting with the victim also does not justify these actions, it is the same as just simply running up and opening fire instantly, because the intent to murder would not be clear to the victim before the shooting takes place in both cases.
According to in-game rules, “shooting people with no initiation or proper roleplay” is given as an example of RDM, which is exactly what happened in this case.

Due to the video being too long I will explain in sentences. Andy was out in a CFMP vehicle. He begins to describe the situation with some detail. Few minutes into the video Warrant Officer Erm walks to Andy and speaks with him (Ending of video 1)

Andy tells the cadet to help him and get somebody away from him. Erm lets Andy go then Gabe re-cuffs Gabriel. After Gabe asks erm why he let him go Gabe was never given a straight answer. Gabe proceeds to the DND booking booth to arrest Andy, Gabriel puts a transmission on the radio saying "do you order me to let andy go, over" He then let's him go.

Conclusion: In conclusion, Master Corporal 6652_gabriel123 is found guilty of shooting at EP, The evidence is completely valid, there have been many witnesses at the scene. The Master Corporal has indeed violated R&R "You may not target CFMP, CANSOFCOM or CA property" I have spoken to some witnesses via dms and yes they do agree that that Gabe has shot up the EP. Yes he intended to shoot the CFMP but he shot into the DND which realistically could've broken glass or damaged something inside. Gabriel has indeed acted in a disgracefully manner and has disrespect people from the photo's shown above. About the RDM, the video does not show that Gabe RDMed in any manner. Gabriel was simply trying to take Andy hostage but as soon and Iberian drew his firearm it triggered Gabe's instinct to shoot. Andy did indeed respond to Gabe's crime therefore it is not RDM.

However, there is enough testimony to suggest that the original reason for detaining Ashie may not have been valid. Given that this has mostly become a he said/she said situation and there is no additional evidence to back up either side, I cannot hand down a fair punishment to any individuals involved in this investigation. Yes, Atlantic should not have walked into EP and released Ashie, and Ashie shouldn't be telling any CA to shut up, but given the lack of context in this situation it would be unfair to hand down disciplinary action when the full truth cannot be determined.
